Emerald City begins in Topeka, Kansas in 1996, where we see the Frank, who is The Wizard (Vincent D’Onofrio) arriving to work at a science lab, he types something into the computer before the scientists arrive. He seems to be enthralled with Dr. Karen Chapman (Gina Bellman). Frank takes notes while they attempt to create energy out of thin air; they are unable to shut it down as it gets out of control. Frank offers to help but ends up getting sucked into the tornado they created.

In present day, Dorothy (Adria Arjona) questions how the Wizard knows her name. He says he has known her since the day she was born in OZ, admitting he would never hurt her. He wants to know if she is there to kill him or trying to take him back home; neither of which her mother would approve. He tells her they loved each other.

Eamonn (Mido Hamada) wants to know why Lucas (Oliver Jackson-Cohen) butchered his men but Lucas tells him he has no memory of what happened, but believes torture is what he deserves and it could bring back the memories he lost.

Eamonn confesses he did horrible things as a younger man, but he wasn’t tortured for them, he was rewarded. He is determined to make Lucas remember. Anna (Isabel Lucas) places a contraption on his head and sees something that frightens her.

Dorothy continues to ask questions about her mother; Wizard asks for her gun saying he will answer all her questions. She refuses. He asks for one bullet as a gesture of trust, she complies. Eamonn runs into the room sword drawn and Wizard says she is his guest and has extended his friendship to her.

Dorothy finds out Eamonn has Lucas, who tells her that Lucas remembers but it is shielded by magic. She tells Wizard if he wants to earn her trust, she needs to see Lucas. She tells Lucas to lie to the Wizard so they don’t kill him. He says they have the key for him to find out about himself. West (Ana Ularu) enters the chamber.

Elizabeth (Roxy Sternberg) thinks Dorothy is the first sign of the Beast Forever and questions why the Wizard won’t let them read her. He orders that no one in the high counsel is to touch her as she isn’t the problem but Lucas is and not building weapons is a problem. He tells them if they want to be of service to him, they will solve one of his real problems. He orders Anna to take over for Elizabeth in high counsel.

Eamonn asks what Dorothy has over him, but the Wizard walks away. West taunts Dorothy about her plans, asking Tip (Jordan Loughran) to make her some tea. Dorothy insists she is protected by the Wizard and she cannot hurt her.

West says the Wizard hates magic and Lucas is protected by magic. West says it won’t be pleasant but Dorothy wants to stop it, even though Lucas wants it done. Lucas orders her to leave, but West says Dorothy likes to watch. Dorothy backs up while West works her magic. West discovers it is Glinda’s (Joely Richardson) magic and demands to know what secrets she is hiding within Lucas.

As Lady Ev (Stefanie Martini) forces Jack (Gerran Howell) to drag her trunk around, Tip recognizes him and drops her tray of tea. She comes closer to him and he flinches telling her to not touch him. She was worried she killed him and he is upset she just left him. He tells her he cannot be fixed, picks up the trunk but quickly drops it when she professes her love for him.

He demands to know what that means, but she doesn’t know. She says he is her best friend. Lady Ev returns and Jack says she is “no one”, but she wants to know her name and how she knows her Jack. Lady Ev learns she is the one who killed Jack. She forces Jack to show what she did to him. He unties his shirt and reveals his metal heart; she backs away in horror. Lady Ev says the new Jack is her friend and orders him to come with her.

West says Glinda’s spell is Cardinal magic that can’t be broken, but she can work around it. Dorothy offers to be a conduit but Lucas tells her not to put herself at risk.

The wizard presents Lady Ev with the bullet, explaining her infrastructure she can produce thousands of them and guns that fire them. He says she can take half to fortify her defenses and he takes half to defeat the Beast Forever.

She wants to know where these were 20 years earlier when her mother died. He says the Beast before was made of water, this one is made of flesh and blood. They are interrupted when Lady Ev leaves to help her father, who suffers from memory loss; Wizard asks if she will commit and she says for him to bring her the gun and they will talk.

West begins her ritual by Tip pouring a white liquid over both Dorothy and Lucas. West chants, asking to let her into Lucas’ mind.

Inside the wagon are children, with black eyes, vibrating with Sylvie (Rebeka Rea). Before the soldiers could enter the wagon they all begin to bleed from their eyes and die.
Lucas is stabbed by one of the soldiers as he tells the girls to run. One soldier orders them to hang Lucas up, as he opens a ring on his hand.

Wizard meets with Eamonn saying he needs that gun. Eamonn says he can just take the weapon from Dorothy but Wizard reminds him he could have just killed him when he took the city from his king; but he spared him for a bigger purpose and he is better as an ally and perhaps it is the same thing with Dorothy.

West comes storming into the room, informing them the mother witch lives and she is bringing more witches. She is upset Glinda hid her mother from her and the young witches she saw in Lucas’ mind can only be made by Mother Witch. She confirms that the witches are not against the beast but to be used against the Wizard for oppressing witches and magic.

Eamonn and West argue about whose side she will be on, when Wizard figures out that Glinda brought in the high counsel as spies. He orders Eamonn to find the little girl Lucas arrived with, while Lucas remembers trying to take all those little girls, protecting them. Elizabeth removes Lucas’ cuffs saying he is working for Glinda. She tells him about a wagon that he must take to Glinda’s castle. She tells Dorothy to choose sides as war is coming to OZ.

As Dorothy tries to leave, Eamonn whispers for her to follow him so he can take her to the girl. Anna and Elizabeth talk as Wizard watches them from above. He flashes back to 1996, where they have no idea what happened to them, they are quickly surrounded by the same tribe Dorothy encountered when she first survived the tornado.

Eamonn brings Dorothy to his house where she is reunited with her dog, Toto and Sylvie. Dorothy learns he is helping because of Sylvie; she promises to keep her safe but he tells her if she can get past his guards, as they both exit his house. Dorothy and Sylvie find the wagon but there are too many guards. She tells Sylvie to stay while she gets help, telling Toto to keep her safe.

King Eve (David Calder) has wandered out of the castle, confused. He walks down the stairs as Lady Ev chastises Jack for not being able to find her father. Dorothy returns to the Wizard, asking for his help. He says he needs her help too. She asks if he is her father. He flashes back to when Dorothy was born, they did encounter a witch but they learn their arrival into this world has caused a ripple effect and something bad is coming to those people because of them and the only way to stop it is for them to leave. They are led to believe East (Florence Kasumba) will send them home.

Frank says he isn’t leaving because he brought them there. He admits he locked them out to destroy their machine and this wasn’t a mistake. Karen is shocked, but he continues to share that he isn’t stupid and he is the one who found this new world. Karen is furious he killed Roberto, Dorothy’s real father.

Wizard shares with Dorothy that Roberto was a smart and kind man who died when they were brought there. He tells her he tried to save him. She looks at him with disgust, saying she doesn’t trust him because he is lying to everyone. He says he could say the same thing about her, they do what they must to survive. He wants to know where the little witch is.

Dorothy won’t reveal where she is, but tells him if he lets her go to the North, she will be safe and so will he. King Ev managers to walk all the way down the stairs and finds Toto, believing it is his dog that died years earlier. He sees Sylvie who begins to vibrate.

Wizard shows Dorothy the vortex chamber that can send her home but he has one request first. He says she was born in OZ and OZ brought her back; he says it is destiny, and she was brought back to save them all. Dorothy says she isn’t a savior; he challenges her asking if she is just a girl from Kansas trying to save her mother, or is she more than just the things she’s lost?

He asks her to stop Glinda, stop the war from killing thousands of people and tearing this world apart. She tells him to use the giants, he reveals he cannot and tells her to use the gun. She says she will not kill someone just so she can go home, he asks if she is sure. They hear screaming from outside and find King Ev turned to stone against the fence. Wizard says it was magic!

Lady Ev begins to sob while Lucas calls Dorothy into a laneway. He found Sylvie and brings Dorothy to the wagon with her. She apologizes for leaving her but Elizabeth says Dorothy isn’t going with them; Lucas refuses to leave her behind and Elizabeth tells them how to get away.

Anna runs to Elizabeth, asking if the girl is in the wagon. Elizabeth says the less she knows the better but tells her Glinda has chosen to fight back. Anna finds out she was only there to learn Wizard’s secrets and he would no longer be a wizard. Anna storms off.

Eamonn and Wizard talk on a balcony. He says they are all working against him and Eamonn confirms he told his guards to let the wagon pass the gates and no one will follow them. Wizard admits it is Dorothy’s plan to get to Glinda before this war even starts.

Eamonn is concerned the Wizard places too much trust in Dorothy, but he shows him the gun revealing Dorothy trusts him more. Eamonn thinks the gun is the only thing that can kill Glinda but Wizard reveals Glinda will die as she turns to stone, using Sylvie as a weapon.

Wizard flashes back to when he was Frank, showing the Tribe’s children some science saying it is not magic but science and electricity will change everything for them. Ojo (Olafur Darri Olafsson) nods to his wife, who begins to sing causing all the rocks to dance and become a stone man, moving. She says magic and he nods to her.

Wizard and his guards walk towards Lady Ev and Jack who are about to leave OZ. She says she will return with her army and turn their city into blood. He sympathizes but says it is Glinda who killed her father and she is the one who should feel her wrath. He shows her the gun, telling her its strong enough to kill a witch and the Beast Forever. He shoots Anna in the chest, who falls and dies. He orders Lady Ev to make the guns for a war on magic for the very soul of OZ.

End of episode.
