Bruce promised that if ever Gotham needed him he would return. He had left his friends and family behind to train with the League of Shadows and ten years later there were rumors of someone attacking the gangs. This came at a time when Bruce had announced to the world that he was returning to his hometown and his announcement followed on the heels of Gordon’s retirement. He’s been Commissioner of Gotham throughout the reunification process and he had to re-arrest both Riddler and Penguin, but times have changed and Gordon was ready to walk away from it all. He wanted to enjoy time with his wife and his daughter. Little Barbara was basically the Princess of Gotham and didn’t want for anything.

It turns out Big Barbara had made some wise investments. Barbara Keen bought up a bunch of property at the start of reunification and thereby got them cheap. She’s since turnaround her past as a villain and has become a property tycoon. She more than anyone could make sure her daughter and namesake didn’t have to worry about private school fees. Barbara also has a pretty good relationship with Gordon and she hadn’t been the first to express surprise at Bruce coming back. It was something Lee had mentioned as well. They both wondered what would happen if Bruce back and Selina still around. Selina has since become an “It Girl” because she was always attending parties and what not. And so people didn’t she was funding herself with jewelry heists.

Again, a lot has changed in Gotham though certain will always be the same and that included Penguin and Riddler. Riddler escaped Arkham on the day Penguin was released for good behavior and no one thought that was a coincidence. Not when Harvey who has turned himself around as well had gotten stitched up for allegedly killing an unarmed guard for letting Riddler get away and so the first thing Gordon told everyone under his command was that whoever truly believes Harvey could be guilty should leave now. Gordon was going to prove Harvey’s innocence and he began with the dead guard. He went rummaging through the man’s background and found he had old gang allegiances.

Gordon was going to speak to the gang itself to find out if this guard was working for anyone at the time of his death, but he and an officer came across a gangland bloodbath. Everyone in this gang had been murdered and there was someone else in the room. His voice was rough and he wouldn’t let Gordon look directly at him. All he would say was that he wasn’t one of the bad guys. He also kept Gordon from touching any of the bodies and that seemed like he was helping when Gordon later learned that the bodies had been rigged with C4. Right around then was when Gordon realized he didn’t know what was going on or who was behind it and he had gone into his car by himself when Penguin pulled a weapon on him.

Penguin wanted revenge. He brought Gordon to the Pier they were on all those years ago and he wanted to kill Gordon for locking him up six months after they saved the city together, but Gordon asked about the C4 and Riddler being broken out and Penguin knew none of it. Penguin had nothing to do with any plot against the city. His revenge begins and ends with Gordon. It was Gordon he wanted dead and once Gordon started to piece together what was really happening he happily escaped Penguin by jumping into the water. He swam to a different a pier and rounded up the police so that they could clear out the Wayne Gala. The Gala was the only possible target with so much C4 and so Gordon ran there to clear the building.

He wasn’t there long when the Mayor revealed himself to have been tied to a bomb. The real perpetrator behind all of this was Jeremiah Valeska. He convinced Ridder that he was Penguin in order to get the Riddler to carry out a “callback” and have the Riddler be the one to bomb the new Wayne Tower, but the plan went bust when Selina noticed Riddler and she took him down with Barbara’s help. They rescued the Mayor and they handed over the Riddler to the police. There was just one thing that Gordon wanted to know and that’s what happened to rest of the C4. The small amount on the gangs and then the small amount on the Mayor doesn’t match up with what the gangs were bringing in to the city.

The rest of the C4 was located under a model of Gotham. This model was placed in the center of the room for the Gala and there was enough C4 that it wouldn’t even matter if they tried to run, but Fox and Lee were able to disarm it and the fact the detonator was placed in the Old Watchtower rather than the new one was what led Gordon fully confirming that the Joker was back. He was the one that set up Harvey and Harvey wasn’t allowed to say anything because the man threatened to blow up Gotham. Luckily, he couldn’t do that first part and so he moved to Plan B. Jeremiah kidnapped Little Barbara and took her to Ace Chemicals. He needed the little girl to lure out Gordon and he needed Gordon to lure out Bruce.

Bruce dressing as Batman had gotten to Penguin and Riddler (one the man escaped again) and he left them tied up for the police. He then tracked down Gordon and saved the Police Commissioner from flayed by the Joker.

But Bruce didn’t reveal himself to Gordon and so he left Gordon to come up with whatever excuse he needed while he went to go see Selina. She had been hurt when he left and he got that though he promised he was never going to leave again and also told her she should give back the diamond.

It was after he told her this that he finally allowed Batman to be seen by the people of Gotham.

And so the legend begins…

THE END!
