The episode begins with Daryl and Judith, It is Halloween and the Commonwealth celebrates it with a “county fair” appeal; haunted houses, petting zoos, food, costumes, and prizes.
It’s day 30 in the Commonwealth, Carol is there, she is serving at the bakery booth, Ezekiel is sitting down with a bunny rabbit on his lap. Judith is dressed as a witch, she meets a little girl named Mae. Carol goes over to Daryl and asks him what he thinks, he says it takes time to get used to it. Governor Pamela Milton comes out of a building, thanks to everyone for attending, and gives children cotton candy.
Ezekiel gives his leash to Ezra, Jerry’s son. Carol walks up to see how Ezekiel is feeling, he says he is fine, he went to the doctor, no changes. Carol is concerned for Ezekiel’s health, so she goes to the hospital, steals a janitor’s key, and snoops at his medical records, only to be caught by Tomi. She admits what she did, she sees that Ezekiel needs surgery, but it is on a number system and he is number 147. She asks Tomi how long will take, he says too long.
Daryl and Rosita participate in basic training for the Commonwealth army, with Mercer as the leader. They have to conquer tasks with other teammates in a speedy manner. Part of the mission is to get through walkers with only a knife to protect themselves. Mercer scolds Daryl for not being fast enough.
Carol notices Lance throwing the wine in the garbage for a party later that night because it was the wrong kind. Carol snoops around, she finds a wine cellar, all is quiet until a few walkers show up but Carol has no problem defending herself.
Daryl is pulled into another task with a trainer named Sebastian who is a little smart ass. Sebastien struggle with a walker and Daryl picks up his crossbow and kills it. Sebastian is pissed because his mother is Pamela and she witnessed it. Mercer tells Daryl that he shouldn’t have intervened, he should have made Sebastian look good
Carol brings the wine to Lance to solve his problem, but not for nothing. She wants Ezekiel to be moved up in the surgery line.
It is the evening of the grand masquerade ball with the upper crust of the Commonwealth, and the reason why Lance needed the wine. The Commonwealth seems to be big on egos, Mercer, Sebastian, and others walk up a red carpet to get to the ball and a crowd takes pictures and claps while they enter. Prince says hi to Mercer and gets an invite from Mercer to join him inside.
Connie is a reporter for the paper with Kelly helping to translate. She interviews Pamela. Connie asks about the class divide and Pamela introduces her to last year’s lottery winner and ditches the interview.
Pamela takes the stage, she reveals a painting of her father and says he would be so proud of what the Commonwealth is today. All of a sudden, Tyler Davis, who was a trooper in Mercer’s army, calls what Pamela is saying is bull, she only cares about fancy parties and not the people, he puts a knife to a woman’s throat, but end up letting her go. Tyler makes a run for it and Sebastien yells “go after him.” Daryl takes off after Tyler and notices that he goes into the haunted house. There is nowhere to go, Tyler puts the knife to his own throat. He says he screwed up protocol, lost his apartment and his spending card, and has no way to help his family. Daryl talks him down, Tyler gives him the knife and handcuffs him. As they are leaving, Sebastien comes around the corner and makes a snarky comment. Daryl hands Tyler over to Sebastian so he can take the credit for apprehending him. Pamela is thrilled, she tells Sebastian well done. As Tyler is escorted out, he says there are thousands more like him.
After the party, Carol hangs around to observe and as Lance walks out, she asks what’s next. Mercer tells Rosita to go speak to Magna to see if she can get any information about what Tyler said.
Ezekiel surprises Carol, they sit down to drink some vintage wine. He gives her a box with Henry’s name on it and tells her it belongs to her. They toast to a fresh start.
Day 33, Daryl has earned his stripes and got his trooper uniform. Rosita has earned her stripes as well and raids an apartment with other troopers where she finds propaganda against the Commonwealth.
