Bill told Finn and Steffy Forrester Finnegan (Jacqueline MacInnes Wood) that Taylor Hayes (Krista Allen) would be reported to the authorities for shooting him in the back if they provided testimony against Sheila.
Finn and Steffy were deeply conflicted but decided against testifying, and Sheila was freed by the corrupt Judge Bill has in his back jeans pocket.
But viewers instantly recognize the leverage Bill and Sheila hold was not limited to her release from jail.
Sheila wants access to Finn and her grandson, Hayes Forrester Finnegan (Iliana and Vienna Norris).
So, if Novlan’s character does not give in, Bill will surely reassert the blackmail threat.

In addition to Taylor, Hayes, and Steffy, Finn is protecting his mother.
Bill and Sheila also reminded Finn and Steffy that Li Finnegan (Naomi Matsuda) would be reported to the authorities because she created a fake death certificate.
Finn is caught in a classic soapy conundrum. He could not report his birth mother’s murderous intentions and can not block her from having contact with him and his family.

Sheila did not fake her death by cutting off a toe and gaining an unjust release from prison so she could live in Bill’s mansion for the rest of her life.
No, she plans to work on that second chance she believes in.
Finn and Steffy seem highly likely to endure more Sheila visits at the cliff house or possibly even at Bill’s home.
Neither Novlan nor Wood’s character has the stomach for Sheila, who could have killed them both but did not because she had bad aim and then panicked after pumping bullets into both people.
Assuming Bill and Sheila use blackmail to press on, they should expect an eventual reprisal on B&B.
