Chicago Justice begins tonight with a meeting in Alderman Christopher Jones’ office; a delivery man comes in and once Chris signs for the package, he dumps the oil all over the desk but is stopped before he lights the oil on fire. He yells that Chris is sending poison into their neighborhoods and killing their kids. He is dragged out of the building through the back. Chris leaves the office saying he needs some air, but as he crosses the street he is struck by a truck and thrown onto another parked vehicle.
A witness speaks to Antonio Dawson (Jon Seda), revealing the driver didn’t swerve to avoid him confirming they didn’t stop either. He shares that the last 3 digits to the license plate and it also had the special lettering on the side.
Chicago Fire’s Sylvie Brett (Kara Killmer) approaches Antonio and tells him the hit and run victim didn’t make it and hands him the report. Laura Nagel (Joelle Carter) joins partner Antonio and both don’t have much to share. Nagel is surprised to learn that their victim is Alderman Christopher Jones.
Nagel and Antonio interrogate the delivery man, Jim Sprague (Robbie Tom) who is furious over Christopher Jones’ action. He feels the city’s department of transportation is destroying the city with their “bomb trains”; he shares that the oil was purely symbolic as it was only prune juice and soap.
Antonio suggests that he wanted to kill the snake by cutting off its head, as Chris was the face on TV; when he says its something like that, Antonio feels it sounds like a confession. Nagel implies he murdered Alderman Jones; Jim is shocked saying he would never kill someone.
Bobby comes to see Mark Jefferies (Carl Weathers), revealing all the other antics citizens have done in protest of the department of transportation. Bobby says there is no chance this death was an accident, saying they are not environmentalist, but anarchists. He demands Jefferies make an example of these people and leaves.
Jefferies meets with Peter Stone (Philip Winchester) who reveals that Antonio and Nagel are at the environmental group Jim Sprague created, but they only have partial specialty plates and are checking traffic cameras in the area.
At the group’s headquarters, Antonio and Nagel talk to someone who shares there is nothing wrong with them making a political statement. He says they are opposed to the oil trains, just like they are opposed to killing people. He hands them a pamphlet saying this is how they show their opposition, encouraging people to write or speak to their Alderman. He tells them they are free to speak to his people.
Back at the office, Nagel finds a possible match to the license plate digits and they go to visit Mrs’ St. James who informs them she rents her vehicle out. She says the last person to rent her car was Jane Reynolds (Kate MacCluggage), who rented it early that morning. Antonio asks if she can track her car, and she shows them how she spies on them too. Antonio takes her tablet promising to take care of it while they leave to find the car.
Nagel and Antonio find the vehicle parked alongside train tracks, but when they open the door, there are two young teens smoking inside. The vehicle is damaged and both are very high; insisting they have the wrong dudes as they didn’t kill anyone.
Antonio confirms Jane synced her phone to the vehicle’s blue tooth and finds her cell phone number. They find Jane sitting in a park, when they arrest her she begs them to not touch the bag full of money, saying, “They have my daughter!”
In the interrogation room, Jane says hitting the Alderman was an accident, as he came out of nowhere. She says the man told her if she stopped she would never see her daughter again. Her daughter was supposed to go to the museum with her class, but the man called her saying her phone was hacked and she was being watched so if she sent a text or hung up, she would never see her daughter, Emma (Nola Tellone) again. Antonio is shocked that the men only wanted 8 grand.
Stone asks if anyone is buying her story. Nagel questions why the kidnappers would care where the money came from and Anna Valdez (Monica Barbaro) wonders why would they insist on her renting a car when she owns a brand new Mercedes; the call she received is also a dead end since it came from a burner phone.
Once they check her history, Stone asks if it is possible this was an accident but Antonio said she didn’t stop. Nagel suggests she may have panicked. Stone tells Nagel and Antonio to inform Jane’s ex-husband about their missing daughter. He is shocked to learn that Emma is missing but Antonio says FBI is working on locating her. Antonio asks him to come back with them so they can question him further.
Captain Reynolds says he has no idea who Emma’s friends are and is surprised his ex didn’t call the police right away. Jane says this isn’t about her ex-husband and they should be looking for her daughter; both parents share their estranged relationship but he says Jane is an excellent mother but she can afford to be since he pays for it with the 4 jobs he is working.
As Antonio and Nagel leave their separate interrogation rooms, Anna arrives with Emma, who was on her class trip the whole time.
Anna and Stone walk with Jefferies, who learns that Emma was only virtually kidnapped; he says unfortunately, the funeral he needs to attend is very real. Anna says there are 2 victims here, but Jefferies doesn’t want to hear it. He says if someone took his grandchild, he would call the FBI and if he ran down someone on the way, he would call the cops.
He wants Jane charged with reckless homicide and leaving the scene but Anna protests saying, “AQD = ad quod damnum, which means each person should only be punished for the harm they caused.” Jefferies jumps out of his chair saying he also went to law school and this woman ran down an Alderman, and that is pretty damn harmful.
Jefferies shows no sympathy and tells them again to charge her, then takes his words back telling Anna if they catch and convict the bastard who called her, he will consider offering her probation.
Antonio and Nagel return to the room Jane is in. Nagel asks who knew about Emma’s fieldtrip. She reveals the person called her house first and it may be recorded there. At Jane’s house, Nagel wants to know why she didn’t contact the police when she got the first call; Antonio says when his son was taken he couldn’t think straight and all that mattered was getting his child back. As they play the message back, Antonio wants to know why Darth Vader would need 8 grand?
The lab technician reveals the caller used an app to scramble his voice, he fixed it for them to hear and as they listen, they realize the voice is that of Captain Reynolds. They quickly meet with Stone and Anna, and Anna shares that what he did is only adds up to intimidation, which is a Class 3 felony; meaning he won’t do anything more than a year. Antonio is furious.
Stone tells them to arrest him and have him charged with the death of Christopher Jones, as he was killed during the commission of a felony, and its felony kidnapping what he did. Anna says Emma wasn’t kidnapped, it was only virtual kidnapping; Stone shares the statute doesn’t make that distinction.
When they arrive to arrest Captain Reynolds, he is eating dinner with Emma and attempts to close the door on them, Nagel pushes the door open offering him two options, either he comes with them without a fuss and let the social worker sit with Emma or his 10-year-old daughter can watch them drag him out kicking and screaming. He opts to leave quietly with them.
At the bar, Anna and Stone are eating dinner, talking about marriage and divorce. Holly Washington arrives and introduces herself as the public defender for Ted Reynolds. She shares that she isn’t there to make a deal, she doesn’t want to disturb them but hands him a motion to dismiss; saying the charge of felony murder made her laugh.
The following day in court, Stone has his hands full trying to explain how a virtual kidnapping can lead to a murder charge. Holly says no where in the statute is intimidation deemed sufficient to trigger the felony murder rule. Stone counters that any felony involving a THREAT of physical force will trigger the rule. The judge denies their motion to dismiss.
At the office, Jefferies isn’t impressed with Stone’s victory, saying he is bootstrapping the law. Back in court, Stone has their lab technician tell how he was able to reveal who was the scrambled voice on the tape. Holly tells the court that the tech could have changed the voice too many octaves, making it sound like a different person. She asks him to replay the tape where he threatens her, but he admits there isn’t an actual threat on the recordings.
Jane takes the stand, but she contradicts the tapes the court has already heard, saying the caller mentioned her daughter’s name on her cell phone, implying he would cut Emma’s throat if she didn’t comply with his demands of renting a car and withdrawing money at various banks and ATMs. She says she was on the phone the whole time with him, driving around as fast as she could, and she hit Alderman Jones by accident but couldn’t call the police nor stop because the caller said if she stopped or hung up he would kill Emma.
Holly gets Jane to admit that her and Ted argued when they were married. She produces the divorce proceeding paperwork. There are two different dates where she openly committed perjury about her husband threatening her, which later were dismissed. Holly confronts her about being the only one who heard her husband allegedly making those threats while she was driving like a maniac, questioning if he really threatened to hurt Emma.
After 4 days of deliberations, the jury is deadlocked and the judge is forced to declare a mistrial. Stone tells Holly and Ted that this isn’t over as he is filing for a retrial, even though Jefferies insists he is wrong.
Anna reveals to Antonio and Nagel the reason it was a mistrial is because Ted never threatened her on the recordings. Jefferies wants them to charge Jane with reckless homicide and leaving the scene. Antonio is shocked Stone is okay with that but unless Ted confesses they have nothing. Nagel suggests talking to Emma.
Nagel meets with Emma, who says her parents did argue sometimes and it scared her. She reveals her father would never hit her mom because he loves her and people who love each other don’t hit.
Antonio meets with Stone saying the kid paints a pretty picture. Stone says kids see what they want. Antonio shares a story about his ex, saying somewhere deep inside he always thinks about if his wife will ever come back to him; saying its something that happens when you share a kid together, causing Stone to pause.
Anna and Stone meet with Ted and Jane with their attorneys; Jane takes a deal for a 5 year prison sentence. Ted says okay and Jane calls him a bastard questioning what kind of father pretends to kidnap his own daughter? Jane doesn’t want to take the deal, refusing to give Ted full custody. Stone stands up and says that is fine with him, Antonio handcuffs her as Ted watches quietly.
As they escort Jane out, Ted stands up and confesses everything in front of Stone, Anna and Antonio. Jane is released and Antonio arrests Ted. Stone offers Jane one year probation. Jefferies says its bizarre that Ted hates Jane but is willing to go to prison for 20 years for her.
